Sir,
Your letter dated 25th January informing
me that His Excellency the Governor of Hong Kong has been authorised by the British Government to recognise me as the manager of the Chinese Telegraph Administration in
Hong Kong in lieu of the present manager Mr. Lau Cheuk-
pan upon the distinct understanding that as I assume
office I will at once turn over the control of the said
Administration to the Eastern Extension Telegraph Company
as agents in Hong Kong for the Ministry of Communications
of the Republic of China has been duly handed to me today.
It grieves me to note that in spite of the written protest made by the Ministry of Communications
against the arbitrary and illegal action of the Government
of Hong Kong and the serious objection I had personally raised at the interviews I had with His Excellency, the
Governor, against such an action as above stated, the
Government of Hong Kong has thought fit to maintain the attitude which at once violates the treaty solemnly entered into and threaten to adversely affect the good understanding
and friendship existing between our Governments.
I must also draw your attention to the fact that the present illegal attitude of the Hong Kong Government, as you undoubtedly know, involves responsibility
